All I can come up with to explain why the tickets are strewn across the seat is that maybe the glovebox was full of them already. There were more on the windshield, and the meter maid was approaching.
Probably cheaper just to park in a garage.

I reckon I'd have a heart attack if I was ever surfing the web and found a picture of my front seat! So glad I decided to order the "anti-Carpundit device in use" sticker from Neuspeed along with the giant fake exhaust.
